1. NAPOLITANO SCRIVE AL "CORRIERE" E POI SI CORREGGE. MA SUL "FINANCIAL TIMES"
DAGONOTA - Sul sito del "Financial Times" è apparsa la replica in inglese di Giorgio Napolitano all'articolo di Alan Friedman, tratto dal suo nuovo libro Rizzoli "Ammazziamo il Gattopardo", sui piani per sostituire il premier in carica Berlusconi con Monti. La lettera in italiano era stata inviata al "Corriere della Sera", che aveva pubblicato lo stesso articolo.

Eppure, tra le due note ci sono delle differenze, impercettibili ma divertenti. La prima è che Alan Friedman, definito sul "Corriere" "brillante pubblicista" - con un'accezione un po' denigratoria - torna "brilliant journalist" sul quotidiano inglese.

Ma è la seconda differenza a pesare sul piano politico. Nella lettera diretta a via Solferino si legge "L'8 novembre [2011] la Camera nella votazione sul rendiconto generale dell'Amministrazione dello Stato, registrò il venir meno della maggioranza di governo, e la sera stessa il Presidente del Consiglio da me ricevuto al Quirinale convenne sulla necessità di rassegnare il suo mandato una volta approvata in Parlamento la legge di stabilità".

In quella pubblicata dal quotidiano della City invece il Presidente si è accorto dell'errore e corregge: "On November 8, when the Chamber voted on the central government's financial statements, the bill was passed - but only thanks to the absence of the opposition and with insufficient votes to allow the government to remain in power". Ovvero: "nel voto sul rendiconto generale,la legge è passata - ma solo grazie all'assenza di membri dell'opposizione e con voti insufficienti per permettere al governo di rimanere al potere".

Concetto ben diverso da una "maggioranza che viene meno", visto che il rendiconto è stato votato, è diventato legge dello Stato, e il governo Berlusconi non è mai stato formalmente sfiduciato dal Parlamento.


2. LA LETTERA DI NAPOLITANO AL "CORRIERE DELLA SERA"

«MONTI ERA UNA RISORSA. COMPLOTTO? SOLO FUMO»
Lettera di Giorgio Napolitano al "Corriere della Sera"

Gentile Direttore,
posso comprendere che l'idea di «riscrivere», o di contribuire a riscrivere, «la storia recente del nostro Paese» possa sedurre grandemente un brillante pubblicista come Alan Friedman. Ma mi sembra sia davvero troppo poco per potervi riuscire l'aver raccolto le confidenze di alcune personalità (Carlo De Benedetti, Romano Prodi) sui colloqui avuti dall'uno e dall'altro - nell'estate 2011 - con Mario Monti, ed egualmente l'avere intervistato, chiedendo conferma, lo stesso Monti.

Naturalmente non poteva abbandonarsi ad analoghe confidenze (anche se sollecitate dal signor Friedman), il Presidente della Repubblica, che «deve poter contare sulla riservatezza assoluta» delle sue attività formali ed egualmente di quelle informali, «contatti», «colloqui con le forze politiche» e «con altri soggetti, esponenti della società civile e delle istituzioni» (vedi la sentenza n. 1 del 2013 della Corte Costituzionale).

Nessuna difficoltà, certo, a ricordare di aver ricevuto nel mio studio il professor Monti più volte nel corso del 2011, e non solo in estate : conoscendolo da molti anni (già prima che nell'autunno 1994 egli fosse nominato Commissario europeo su designazione del governo Berlusconi), e apprezzando in particolare il suo impegno europeistico che seguii da vicino quando fui deputato al Parlamento di Strasburgo. Nel corso del così difficile - per l'Italia e per l'Europa - anno 2011, Monti era inoltre un prezioso punto di riferimento per le sue analisi e i suoi commenti di politica economico-finanziaria sulle colonne del Corriere della Sera. Egli appariva allora - e di certo non solo a me - una risorsa da tener presente e, se necessario, da acquisire al governo del paese.

Ma i veri fatti, i soli della storia reale del paese nel 2011, sono noti e incontrovertibili. Ed essi si riassumono in un sempre più evidente logoramento della maggioranza di governo uscita vincente dalle elezioni del 2008. Basti ricordare innanzitutto la rottura intervenuta tra il PdL e il suo cofondatore, già leader di Alleanza Nazionale, il successivo distacco dal partito di maggioranza di numerosi parlamentari, il manifestarsi di dissensi e tensioni nel governo (tra il Presidente del Consiglio, il ministro dell'economia ed altri ministri), le dure sollecitazioni critiche delle autorità europee verso il governo Berlusconi che culminarono dell'agosto 2011 nella lettera inviata al governo dal Presidente della Banca Centrale Europea Trichet e dal governatore di Bankitalia Draghi.

L'8 novembre la Camera nella votazione sul rendiconto generale dell'Amministrazione dello Stato, registrò il venir meno della maggioranza di governo, e la sera stessa il Presidente del Consiglio da me ricevuto al Quirinale convenne sulla necessità di rassegnare il suo mandato una volta approvata in Parlamento la legge di stabilità.

Fu nelle consultazioni successive a quelle dimissioni annunciate che potei riscontrare una larga convergenza sul conferimento a Mario Monti - da me già nominato, senza alcuna obiezione, senatore a vita - dell'incarico di formare il nuovo governo. Mi scuso per aver assorbito spazio prezioso sul giornale da lei diretto per richiamare quel che tutti dovrebbero ricordare circa i fatti reali che costituiscono la sostanza della storia di un anno tormentato, mentre le confidenze personali e l'interpretazione che si pretende di darne in termini di «complotto» sono fumo, soltanto fumo.

3. LA LETTERA AL "FINANCIAL TIMES", CON QUALCHE CORREZIONE RISPETTO A QUELLA DEL "CORRIERE"...


Italy, 2011: the true facts are familiar and incontrovertible
From Mr Giorgio Napolitano.

Sir, I can well understand that the idea of "rewriting", or helping to rewrite, "our country's recent history" might be highly seductive to a brilliant journalist like Alan Friedman ("Monti's secret summer", Analysis, February 10). But it seems to me that garnering the confidences of certain personalities (Carlo De Benedetti, Romano Prodi) on the talks held by each - in the summer of 2011 - with Mario Monti, and interviewing Mr Monti himself and asking him for confirmation, is far too weak a basis for success in this endeavour.

Of course, the President of the Republic could not (even if urged to do so by Mr Friedman) indulge in such confidences. Because the President of the Republic "must be able to count on the utterly confidential nature" of not just his formal activities but his informal ones too - "contacts", "talks with the political forces" and "with other persons, representatives of civil society and the institutions" (see Italian Constitutional Court judgment no. 1 of 2013).

I certainly have no difficulty recalling that I received Professor Monti in my office several times in 2011, and not just during the summer months. I had known him for many years (even before he was appointed European Commissioner in autumn 1994, having been nominated by the Berlusconi government). And I particularly appreciated his efforts on behalf of Europe, which I followed closely as a member of the European Parliament in Strasbourg.

In the course of 2011 - that very difficult year for Italy and for Europe - Mr Monti was, moreover, an astute and valuable source of analysis and economic-financial policy comment in the columns of Corriere della Sera. He appeared then - and certainly not only in my eyes - to be a resource to bear in mind and, if necessary, to enlist to govern the country.

But the true facts, the only ones in the real story of Italy in 2011, are familiar and incontrovertible. And they can be summed up in the increasingly evident attrition of the government majority that had emerged victorious in the 2008 elections.

Suffice to recall the break between the People of Freedom (PdL, led by Silvio Berlusconi) and its co-founder, the former leader of Alleanza Nazionale, Gianfranco Fini; the subsequent departure of numerous MPs from the majority party; the emergence of dissent and tensions in the government (between the prime minister, the minister for the economy and other ministers); and the European Union's severe criticism of the Berlusconi government. Criticism that culminated in August 2011 in the letter sent to the government by the president of the European Central Bank, Jean-Claude Trichet, and the governor of the Bank of Italy, Mario Draghi.

On November 8, when the Chamber voted on the central government's financial statements, the bill was passed - but only thanks to the absence of the opposition and with insufficient votes to allow the government to remain in power. And that same evening the prime minister - received by me at the Quirinal Palace - agreed on the need to resign once parliament had approved the stability law.

It was during the consultations following that agreement to resign that I found broad consensus on entrusting Mr Monti - whom I had already appointed senator for life, an appointment that raised no objections - with the task of forming the new government.

I apologise for taking up valuable space in your newspaper to draw attention to what all of us should remember about the true facts making up the history of that troubled year. Personal confidences, on the other hand, and an attempt to interpret them in terms of a "plot", are nothing but smoke. Smoke without a fire.
